The center was established by Decision No. 215 by Ninh Binh Province People ‘s Committee on 4th, May, 2015; the Department of Tourism Ninh Binh issued the functions, duties  and organizational structure by the Decision No.27, as follows:
Functions:
The center has the function to connect information between tourists and the State management related to tourism, governments at all levels and tourist business units in order to ensure all travelers are supported on information and using convenient, quality services, security and safety.
Duties and powers:
- Support tourist information about Ninh Binh, such as: information on culture, tourist destinations, information on cultural events, sports and tourism, information on tours, transportation, accommodation, food and other support services in Ninh Binh;
- Support receiving feedback from travellers through multiple channels: contact traveler directly at the Center, tourists over the telephone hotline or email, such as comments ...to improve the quality of tourism services Ninh Binh;
- Coordinate with all levels and functional departments, the tourism business enterprises receiving and forwarding information to support domestic and international tourists visited Ninh Binh when problems occur.
- Direct hotline by the Department of Tourism set up at the Centre daily from 7 am to 22 pm (including Saturday and Sunday)
- Consulting and organizing conferences, seminars, thematic study  to handle the situation, support experience for tourists and tourism enterprises;
- To organize some tourism business activities in accordance with law;
- Collect and provide information support to the State management agencies, bussiness, investors on the market trends, the needs and tastes of tourists;
- In collaboration with related units organize to print the tourism products, such as: tourist maps, diagrams tours, leaflets to promote the tourist destinations in the province and offer free for tourists.
- To coordinate with related units perform tourist statistic in the tourist stations, report directly to Director of the Department of Tourism;

- Manage the organization, salary funds and financial assets of the Centre in accordance with the current regulations of the State, the province and the Department of Tourism;
